company-owning shareholders

My comment:

Shareholders have all sorts of background. Contrary to employed/unemployed, retired or similar, these shareholders actually own a company themselves (= company owners).

If they own THIS particular company (group of companies), the correct German expession is: Unternehmensaktionär
