Editing & proofreading rates are intended for editable, decently written texts. Translations are as they sound. I translate to the best of my knowledge and proof my own work. Localisation involves checking the translation to ensure that the content and meaning are adapted to the targeted public. I make a concentrated check to be sure that the message would be normally and reasonably accepted. For a language review I do a readability check. I read again the text in the target language and identify where the translation sounds awkward. I check then the source language to see if it needs any changes, but only at those points where it sounds awkward. This check concentrates on grammar and how the translation sounds, I want it to sound as if originally written in this language. I don't compare every part with the source text. Proofreading follows all the previous steps and just checks for spelling errors, punctuation, and format. These are things that might be missed when someone is concentrating on the other steps above; I just compare and check the formatting
