My comment:

"luoghi comuni" means "clichés", "platitudes" (Ref. Ragazzini 2004, Zanichelli).
Not sure what guaggio is, however. Could it be "linguaggio"? The protagonist heard strange, epic words amidst the official platitudes he was more used to hearing...
