In korrektem Deutsch müsste da stehen:

(Die) Grundlage ist eine ...

Ansonsten:
Grundlagen sind mehrere ...

SO ist es im Dt. nicht korrekt.
Ich denke aber, dass die Singularform gemeint ist und würde dies mit THE BASE oder THE BASIS übersetzen.
