I think that this answer for the word involved is dependent upon the tenor or general context of the article. If this is a criticism, or an interrogative.
I think this adjective is subject to be interpreted depending on the tenor of the general context of the article. Because of the nature of it, if it is a type of criticism, or a rebuke for the main subject of the article. It can be interpreted as an adjective minimizing the importance of the statue?

I was able to find the original text in: Fred S. Kleiner and Christin J. Mamiya, Gardner's Art Through the Ages: Non-Western Perspectives, 13th Edition, Cengage Learning, 2009, pg. 2.
So, just as others pointed out, it should be "fame".

Estoy de acuerdo contigo en que no tiene mucho sentido en este contexto, pero si hablamos de arte, la mejor opción, en mi opinión sería esta:
"La gente del mundo ve a la Estatua de la Libertad como una mujer envuelta en una bata con una antorcha debido a la docilidad del colosal monumento"
Tratando de explicarme mejor, una estatuta dócil, tranquila, que inspira y representa la libertad.
Por supuesto esto es mi opinión personal.
