This comes from this description of French law:
LORSQUE LE TERRAIN EST EN PENTE, LES EAUX DE PLUIE S'ÉCOULENT TOUT DE MÊME CHEZ LE VOISIN !

Une fois que les eaux de pluie sont tombées sur votre terrain, il est normal qu'elles coulent vers le fond voisin selon la pente naturelle du terrain. Votre voisin doit s'en accommoder, comme s'il s'agissait d'eaux ordinaires de ruissellement ( Art. 640 Code civil ). Mais l'écoulement doit résulter de la configuration naturelle du relief et le propriétaire du terrain du dessus ne doit rien faire pour l'aggraver.

So, if your neighbor's land has a higher groundwater level and it therefore flows down into your property, you have to "lump it".
You are not allowed to impede its natural flow downwards.
