Dire che questo italiano è antiquato è dire poco.

provvida=prudente, cauta, previdente oppure utile, opportuna
ventura= (buona) sorte, (buona) fortuna, per estensione qui significa iniziativa, idea, intuizione

In short, luckly that cardinal had the good idea to adopt a clear, pleasant and possibly concise style.
