The "commission de location" or "commission d'agence" is to pay for the real estate agent to find a tenant (the renter). The renter has to pay that only once before signing the lease contract (but the owner has to pay also another part). For the renter, it is usually the price of one month or 2 month-rental. On the owner part, he will have to pay also a commission, which would be a percentage of the leasing amount HT (without the taxes). I know the system is weird in France, but it always has been like that. If you want to avoid this fee, you would have need to find the thing to rent by yourself and deal directly with the owner. Or if the owner found you directly without the help to the rental company, then you could have avoid that too.

The 3 thousands euros represente probably the sum of "Honoraires d'agence" + "Commission de location" (usually around 10% of the lease HT, means calculated on the net without the taxes). The biggest part of the 3 thousands is the "Honoraires d'agence". It can be once or twice the price of a monthly lease, but it's only paid once at the beginning of the lease. Then the commission de location is paid in addition of the lease every month, but this is minimal.

Yes, and it based on the yearly rent..
The devis is the estimate for the commission charged by the real estate agent, yes. It's the same as the honoraires, in my opinion.
