i think there's no reason not to translate literally, since they wouldn't be Africans from someone else's diaspora, and there's definitely no reason to add information that isn't there.

My comment:

la diaspora Africaine usually refers to people of African origin dispersed by the slave trade. More context would be necessary to give an optimal translation

Personally I would hesitate to specify that the diaspora was a result of the slave trade, unless this was given in the context. I prefer Barbara's translation as it doesn't add information which may not be appropriate. There are many reasons for racial diaspora, such as economic migration as opposed to forced migration.....

Though I stressed that without more context it was not possible to be sure the expression had been used with this meaning.
