If this is a text from the U.S., labor refers to the workers collectively, that is, their union and its representatives. Bernard was right about that.

La primera sugerencia essi se trata de las comunidades europeas.
En caso de ser en un contexto empresarial, se aplicaría la segunda o podría ser incluso los sindicatos y la gerenecia, pero más vale estar seguro. A nivel gubernamental, quizás se trate de dos organismo, uno del trabajo y otro de administración. Tendrás que verlo en el contexto de tu documento. Suerte.
