yes, "circulaire", tout court. In French, a "circulaire" is always about policy. When qualified, it simply denotes its originator, e.g. "circulaire ministérielle", "circulaire préfectorale", etc.. Here it would be "circulaire de la direction générale du commerce international en date du 6 mai 2009"
