rang= rank. Moyenne de classe: class average. The student is ranked against the class average.

My comment:

Very tricky! If both R and G were capital that would be the translation, i.e. French internal security police. I could not find anything for "M.Cla - I am sure that depending on the context, M. for mister or sir has already been ruled out.
