It's literature. The context isn't particularly helpful. The protagonist is saying that Mr X, a politician, is becoming very powerful and knows that "con la ley en la mano" he has to abide by whatever the Council decide. Thanks for your suggestion.

tener algo en mano is to have something in hand. I just don't see it meaning anything else. Next time, please tell us it is a novel or whatever. Also, post the full sentence.
