The decisions of the Council are taken under the law

My comment:

Esta solución no usa exactamente una frase como el original en español pero mantiene la idea de la justeza de las decisiones del consejo amparadas por la ley.

Holding hands with the law...

My comment:

This is obviously metaphorical. Thus, my try to keep the metaphor.
The meaning has already been explained in previous answers.

Hope it helps.

with the law in hand

My comment:

Is this Corporate or literature? Context would be a good thing.....

It's literature. The context isn't particularly helpful. The protagonist is saying that Mr X, a politician, is becoming very powerful and knows that "con la ley en la mano" he has to abide by whatever the Council decide. Thanks for your suggestion.

tener algo en mano is to have something in hand. I just don't see it meaning anything else. Next time, please tell us it is a novel or whatever. Also, post the full sentence.
