My comment:

The problem is how to structure the entire sentence:
Formally:
He or She who does not manage to accomplish his or her goals does not have a great desire to do so
OR
If you do not manage to accomplish your goals, it is because you do not have a great desire to do so.
OR
Not managing to accomplish goals comes from not having a great desire to do so.

My comment:

Another option: Those who don't achieve their goals don't want it badly enough. (more informal)
If you want to use 'he' it's also possible: He who doesn't reach his objectives doesn't strive hard enough .
