Polish > English: Facility construction progress report, approx 550 words

I have a 5-page (approx 550 words) report in Polish that needs to be translated to English. The sourcefile is a scanned PDF. Though it is not terribly technical, I'd need you to convert the PDF accurately into Word, clean in up, then translate so that the resulting file resembles the original. Timeframe: I would like to award the job on Wed 26 Oct COB (5:00pm pm US ET) and receive the translation by 6:00am Fri 28 Oct.
Construction industry background would be helpful. Please price the project turnkey, not price per word.
