2.1.1 Sustainability
Climate protection is defined as the set of measures for the protection of the climateor rather measures counteracting the further global warming of earth`s atmosphere.
Municipal climate protection emerged due to global and ecological motives by the end of the 20th / early 21rst century. The importance of municipal climate protection policies significantly increased over the last 20 to 30 years as cities and municipalities are at the beginning and at the end of the chain of effects.
The idea of climate protection was already adressed by the coming into force of the Basic Law [Grundgesetz] on 23 May 1949. Article 20a of the Basic Law of the Federal Republic of Germany defines the concept of sustainability by stating that the government will protect natural resources as a responsibility for future generations. Additionally, article 20a Basic Law stipulates that local energy supply is recognized as a municipal task.
Municipal jurisdiction is regulated by article 28 paragraph 2 Basic Law [Grundgesetz]. The municipalities are responsible for the provision of basic public services [Daseinsfürsorge] for public institutions. Municipal energy supply and municpal climate protection is recognized as a municipal task.
Municipalities have several powers: they are 1) converters (the region as action level), 2) creators (influence on frame conditions [Rahmenbedingungen]), 3) accelerators (pioneering role) and 4) role model (for regions, German States and the Federation).
However, the Brundtland Commission formulated an overarching concept of sustainability in 1987. The Brundtland Commission was an independent expert commission of the United Nations founded in 1983 as World Commission on Environment and Development led by the former Norwegian Prime Minister Gro Harlem Brundtland. »The report came at a time when the oil shocks of the seventies, droughts in Africa, concerns about tropical forests, the depletion of the ozone layer and several other problems were posing great challenges to policy at every level, and it offered a way of looking at these problems in a holistic way.« The Brundtland-Report defines the term sustainability as following: »Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs. [...] Sustainable development is a process of change [...] in which the exploitation of resources, the direction of investments, theorientation of technological development, and institutional change are made consistent with future as well as present needs.«
