Responsible for foreign relations. Job Title

Dear all,
I need help in translation of my Job Title from English into real business English.
I have worked for 12 years as a "Responsible for foreign relations" and I was in charge of quite a lot of things: from translation and organization of meetings with the European authorities to development of documentation and Human Factors training resources and implementation of Human Factors approach into QMS of our company .... I have never been a head of a team, but realized a lot of functional coordination.
While preparing my CV and Cover Letter I was advised to look for another wording of the job title by an English native speaker (I'm Russian).
What other wording could you advise me to use instead of the one I used before ? Thank you very much in advance for any answer.
