l'usage de l'ouvrage prévu contractuellement

Context:

This is a contract between the owner of a unit in a building complex and the contractor who is going to build the complex. I know what the words mean but I am uncertain whether prévu contractuellement refer to 'usage' or the 'ouvrage' though they re next to 'ouvrage' . Whole sentence: ne sont pas considérés comme défauts les impérfections de peu importance tant qu'elles ne portent pas préjudice substantiel a l'usage de l'ouvrage prévu contractuellement.

I think it the meaning is " the use of the work intended (or "provided for") contractually (or "in the contract")

My comment:

To attach the word prévu to ouvrage would lead to a wording "the work intended contractually", which seems very unlikely,as the work is a fundamental and defined part of the contract that doesn't need additional description or qualification.
