SPI is an emergency, but not requested by another person (sans tiers). I think the person must have been showing signs of intention to harm himself or someone else when attending and being assessed by the hospital/clinic. The director makes an immediate decision which has to be further ratified (within a reasonable time, presumably). Soins psychiatriques à la demande d’un tiers, en urgence ou non (SDT ou SDTU) is the third party request case – Page 4 of my second reference.
