My comment:

This is a word used in township street lingo to refer to someone who is highly regarded in the circles he/she moves in. Looking at its grammatical construction it seems that it derives from the verb stem 'khalakatha/ela' which implies a going down a steep slope or hole. Due to various factors it was adopted by the youth as the name for someone they would regard as a 'boss' of sorts.
