discurso inaugural o discurso de aniversario

My comment:

"charter" when used as an adjective, means original or inaugural, such a "charter member" of a club (one who has been a member from the beginning of the club. So a charter lecture would either be the first lecture given, or an annual event in recognition of the founding of the university.
