"Parquet le", there is a space between Parquet and le.
Le "Parquet" is the collective name given to a prosecutor's office, State Attorney or District Attorney in the US. "le" is just for the date, "on [date]"
This birth certificate must have been used in some litigation, and that's why the mention is there, it probably has nothing to do with the certificate.
