My comment:

I generally agree with the translation given below of "take into account." However, you might want to consider the broader context of your passage (not having access to it, I'm merely speculating). It could be that the key personnel that you reference needn't show "loyalty" or "obedience" to other members in society. Consider this passage as a possible parallel: "le président, Alvaro Uribe, a dit que l’Etat n’a pas à rendre de compte aux citoyens, mais que c’est à ceux-ci de rendre des comptes à l’Etat."
