Vegetable plant seriam vegetais de horta (verduras, legumes). Propagation significa tanto plantio por sementes como mergulhia, estaquia, enxertia ou borbulhia; no caso de vegetais de horta, seria propagação por sementes, ou a criação de uma sementeira.

Minha sugestão seria " produtos para propagação de vegetais".
