Bien sûr les deux sont exacts, mais tout dépend de contexte de la mention elle même: certes il peut s'agir de la certification d'un document
mais aussi de la confirmation d'un jugement , d'une décision, d'un arrété.

Ci dessus, la formulation employée par une commission relative à la confirmation d'une procédure d'application (Jornal Oficial nº L 343 de 30/12/1994 p. 0001 - 0158).

Effectivement, ceci est un puzzle. Confirmo est bien sûr "je confirme", mais on ne verrait jamais ça sur un document français.
