That is, a statute that is no longer applicable.

I admit, this is just guesswork, and I once again appeal to those seeking assistance to offer a little more of the original passage in which the phrase occurs, so as to give the translator a better idea of the sense intended. A single word or phrase out of its context can sometimes be impossible to translate correctly.
