I don't think so, "Have you got 4 minutes" cold mean for anything, but I think people want to know if you have time for them. so we always say "can you spare us 4 minutes of your time" - much more polite.

I'm assuming, like Jack, that the original is light-hearted and informal, hence my: "Have you got 4 minutes?" Und warum "4 Minuten?" Usually we would ask, "Have you got a minute?" even if we needed or wanted 3 or 4 of them. I find Nicola's version to be stiff and formal, like "Pardon me, would you be ever so kind as to gratify me with four minutes of your precious time."
