My comment:

Regiearbeit = scheduled work
= the opposite!!
ie, work for which time and material are charged

Regiekosten = administrative cost

If you mean "hours in addition" or
"any non-scheduled hours on top"
= EXTRA WORK

S.th. got mixed-up?
