My comment:

This makes no sense, but that is to be expected from in-house abbreviations, only in-house folks know what it means, and a few probably don't either. Voierie is an obsolete spelling of voirie, but this day, even the French don't teach 'orthographe'!

The little bit of "context" that I have - meaning the surrounding terms - indicates that these three terms go together and are not translated as separate words. Thanks again for your help.
