Kommt natürlich auf den Zusamenhang, generell eignet sich "outline" wenn es um:
- die Darstellung eines Grundgedankens/einer Grundidee geht
- eine zusammenfassende, nicht allzu genaue Beschreibung
- ein kurzer Abriss

To distinguish between the two alternatives: If the document concerned is generally descriptive, then concept. If it has more the character of an "Aufstellung", then specification.
