I am guessing here - assume that some mistake was made in the invoicing and the Regulierersuch should fix this .... Regulier - should be some form of ADJUSTMENT (e.g. Schadensregulierung - simply ADJUSTMENT or CLAIM ADJUSTMENT) ... building on this it could also be ERROR ADJUSTMENT, INVOICE ADJUSTMENT or something of this sort .... hope it helps a bit.
