This word Prüfgrundlage is badly defined ... across the internet ... you find it but no definitions, really. I gave you a link with a sentence that sort of defines it.

It's definition is kind of "inverted": Prüfgrundlage is actually the list of items or requirements (according to some rule or law) which is gone through and checked off, like a pilot has a checklist he goes through to see whether his plane is ok to be taken to the sky. That checklist is the Prüfgrundlage

In translating "Kriterien der Prüfgrundlage" you almost 'ignore' that word 'Prüfgrundlage" and simply say REQUIREMENTS and it becomes understandable and natural English.
