when you google for Penale you find a lot of French listings. Check out the link below which shows an official translation of Penale into German. Hope it helps.

Thank you once again for your thorough research and link. I did manage to work out in the end what bis meant in this context - Penalen is another word for "Strafzins" (these Swiss texts are quite something!), hence I used "negative interest" according to cc.dict in my translation.
