Using the words as activities (rather than substantives) the difference can be illustrated thus:
"He spent some time packaging the vase so that it would stand the journey."
"He spent some time packing his suitcase."

Packen meint das Zusammenpacken/-sammeln von Dingen z. B. in eine Kiste - aber verpackt werden Dinge damit sie geschützt werden oder besonders schön aussehen. Das ist dann nur die äußerliche Hülle.

Im technischen Bereich kann packing auch Dichtung bzw. Verdichtung bedeuten
