Ich glaube, der Stichtag für den Abschluss und die Übermittlung der Telefonrechnung zum vergangenen Nutzungszeitraum ist gemeint.

Langenscheidts DE-EN Wörterbuch:

Abrechnung = deduction, discount (und Abrechnungstag = settling day)

Stichzeitpunkt ist in Wörterbücher noch nicht eingetragen, aber auf Internet gibt es viele treffer indem es sehr gut mit 'moment' , 'time' oder auch 'day' sich übersetzen lässt.
