The problem is to know exactly what a Zielanlage is - the links below show samples which I can think with. Railway companies want to know that their trains run on time and how do you know - you measure them electronically - like in sports - start and finish - which is how it was translated in related articles - hope it helps

Anlage = Yard or Facilities ... most likely for shunting or parking the rolling stock ...
