My comment:

I believe the flare system refers to the emergency lights (flares) set up along the runway (and lighted) in case the runway lighting system fails.

The English FLARE SYSTEM can either refer to this kind of a set-up/system or to the device itself that produces the flare. In German, however, Notfackelanlage covers both.
