My comment:

Ich stimme "work" oder "work and/or services" zu,
kann aber nicht nachvollziehen, wie man aus "anschreiben"
"to carry out" ableiten kann.
Ich nehme an, es sollte auszuschreiben lauten (oder auch: gemäß IEC-Standard/-Ausschreibung anzubieten).
.

My comment:

"Leistung" is commonly used in invitations to tender and very difficult to translate. In some cases you may be able to use "performance" in a legal sense:

Performance under the contract, unless modified by the parties, is predicated on the buyer and the seller...

Work to be carried out (I have translated it as "commitments" in the past) is more easily understood by a broader range of people:

"Die Leistung is occasionally found in formal language as a verbal n. meaning 'the carrying out' of work, etc..."

"Leistung here is used in the widest sense, i.e. any actions required to be carried out by the client/customer(Auftraggeber) under the contract."

I'm not immediately clear that the second example you provide of "Leistung" is used in this sense. Here, in the first instance, I would think of whether the provided product was capable of working in the capacity intended.
