My comment:

Blankies: basically mats for pets; here probably blankets which are wrapped around the dog’s body to keep it warm before the race (very much like horses wearing blankets to keep them warm and comfy)

Thanx to all answerers, but this is it because the dogs are actually wrapped in these blankies, kind of 'wear' them before the race. Did not get that before. Thanx also to Elke for the great link.
