use a resistance meter to check for short-circuit

My comment:

I think it just means switch your multimeter to measure resistance (if you haven't got a more specific device), connect one prod to the case and and then touch each of the pins in turn with the other prod and see if there's a short-circuit (when you would get full-scale deflection of the meter, or a reading of 0 ohms if it's digital, of course).
