1. Die Firma Accu-Grind Cutter Service, Inc. scheint die einzige zu sein, die diesen Begriff verwendet. Von den Fotos her würde ich sagen, das sind Fräser.
2. Der Text ist nicht native-English, jedenfalls heißt es auf jeden Fall "quality assurance personnel"
3. Runoff ist das Verlaufen von Bohrern, was hier wohl der Qualitätsingenieur unter Kontrolle halten soll.
