Quand c'est horizontal cela s'appelle des lices, quand c'est vertical des barreaux. Pour traduire la suite"the only cable rail", j'opterais pour "câble pour garde-corps" car il peut être utilisé soit verticalement , soit (plus couramment) horizontalement et donc servir de lice ou de barreau.
