Je soussigné [Nom] Huissier de justice de résidence à [Ville] :

AI DONNE SIGNIFICATION A :

L’Officier de l’Etat Civil de commune de [Commune]

Le jugement supplétif tenant lieur d’acte (s) de naissance rendu le [Date] sous le RC [#####] par le Tribunal de Grande Instance de [Commune] en faveur de [Nom2]

Ok, obviously this is a form of a replacement birth certificate issued by the RDC, but just unsure how these forms of "signification" fit in here. I can't seem to find "donner signification", but I think that this is something like "I, the undersigned,....HEREBY AUTHORIZE". What do you think?
