As already pointed out, it can mean "sale in the open air".

It can also mean "overt sale," "flagrant sale", in contravention of the law, as in "The Times was cited as finding the banned meat on open sale in five ethnic food shops in Brixton, South London, yesterday"

Or simply "sale out in the open" (i.e., open to view, rather than 'in the open air').

Another meaning is a sale that is "not closed" ("an open sale of State assets") – i.e., put out to tender, rather than a sale made to an offerer who comes along.

So, we need to define which of these it is, before we can translate it.
