It sounds like an adjective."Wirksam" means "effective". "Zahlung" means payument. "Gewinn" means "profit". "Aeusern" is to express. "Veraeussern" is "to sell". So "zahlungswirksamer Veraeusserungsgewinn" should mean "sales profits that, for some reason, can't be used to make payments".
