In a competitive business context, I would choose "propuesta" because it is less formal than "cotizacion" or the other terms suggested, which have a lingering flavour of the 19th and early 20th century. Since the word in question was written in capitals, "Banco Internacional de Desarrollo" is an ingenious suggestion --- except that the translation requested is from English to Spanish, not vice versa. In English the initials would be IDB. the absence of any context makes it difficult to answer precisely. "Takeover bid", for instance, might require a different answer (Sorry about not putting in diacritical marks --- not sure how to do it in this format)

tambien puede definirse como propuesta, puja o subasta dependiendo el contexto. Si es por ejemplo financiero podria referirse a una oferta bancaria o de bolsa o una subasta, si es de mercadeo una propuesta y asi. Si es una sigla, me parece que las anteriores respuestas son correctas.
