If my answer is within the context for the phrase, another phrase for translation might be, "rev up a motor".

My references:

"Webster's encyclopedic unabridage dictionary of the English language", besides describing the phraise as a buttocks-oriented action designed to startle, also says it is to "give spurts of fuel to a motor".
