Si el contexto se refiere a un asenso en el trabajo puede traducirse tambien como "Normas de Asenso y Desarrollo"

Habría que ver el contexto, pero tratándose de una traducción técnica, posiblemente promoción tenga el sentido de ascenso, subir en una posición o ranking, en lugar de promoción visto como condiciones ventajosas de venta.
