My comment:

This is what Hamburg itself calls its BehÃ¶rde fÃ¼r Wirtschaft und Arbeit (see reference below), although it actually uses the term 'Economy'.
I recommend sending an email to one of the coordinators of the Press Office, see second reference below. You may be able to convince them yourself as to what they should call the BehÃ¶rde in English!
