I find "substantiating" for "Belegendes" good (though "to substantiate" may be better) - but the sentence fails to convey "diesen Umfang".

etwas belegen ist gleichbedeutend mit etwas beweisen, ein Beleg ist ein Beweis. Ich lege dem Finanzamt Belege über meine finanziellen Verhältnisse vor und belege (beweise) damit, dass diese der Wahrheit entsprechen. In Ihrem Fall hat der Betroffene den Umfang (wohl des von ihm erlittenen Schadens) wohl angemeldet, jedoch nicht belegt, d.h. nicht bewiesen.
